6.3C
Page 1

REPORT

January 8,2007

Subject
Approval of Cost-Sharing Agreement with the County of San Mateo for resurfacing a
portion of Bay Road, between Second Avenue and Florence Street

Recommendation
Adopt a resolution approving and authorizing execution of a cost-sharing agreement
between the City of Redwood City and the County of San Mateo, for costs
associated with resurfacing a portion of Bay Road between Second Avenue and
Florence Street.

Background
As part of the City's Pavement Management Program, the City is planning to overlay
several streets in Redwood City, including Bay Road between Second Avenue and
Florence Street. A portion of this street segment (24% by area) lies within the
County of San Mateo, outside of Redwood City limits. (The City/County limit line
bisects Bay Road along its center line, between Fifth Avenue and Florence Street.)
See Attachement "AI> - location map.

The estimated construction cost for the Bay Road portion of the City's overlay
project is approximately $800,000. Based on this estimate, the County's share
would be roughly 24% of the construction cost. An additional 10% of the cost is
estimated for preparation of plans, specifications, project administration,
construction management, and other incidental expenses incurred by the City.

This overlay project will be partially funded by a Federal Surface Transportation
Program grant. Bay Road (and Florence Avenue) are to receive $300,000 in grant
funding. A proportional amount of this grant will go towards the County's portion of
work. This will offset the cost, and bring the estimated County's cost share to
approximately $138,000 (after adding grant funding).
