CItY M8llager <br /> <br /> <br />January 8, 2007 <br /> <br />Subject <br />Initiate the Community Shuttle Service Pilot Program <br /> <br />Recommendation <br />1. By motion, approve the Community Shuttle Service Pilot Program, to include the <br />commuter route and schedule as proposed. <br /> <br />2. Direct staff to collaborate with Alliance in working out the details for the method of <br />financial management to be utilized for the shuttle program. The recommended <br />method by the Shuttle Stakeholder Group is Alliance Operated - Alliance Managed <br /> <br />Background <br />On behalf of the City of Redwood City, Council Member Diane Howard serves as the <br />Chair of the Peninsula Traffic Congestion Relief Alliance (the Alliance), which is San <br />Mateo County's Transportation Demand Management Agency. Its mission is to reduce <br />the number of single occupant vehicles traveling into and through San Mateo County, to <br />reduce vehicle emissions and improve air quality. <br /> <br />A part of the Alliance's Work Plan is to assist cities which may require study and <br />implementation of commute alternative programs to reduce traffic congestion, based <br />upon the city's specific transportation needs. To evaluate commute altemative needs <br />for the City of Redwood City, Council Member Howard engaged the Alliance's <br />participation to bring together a group of Redwood City staff persons and citizens <br />(stakeholder group, list is attached) along with input from SamTrans, to determine how <br />best to implement a Commute and Community Shuttle Service in the City of Redwood <br />City. <br /> <br />In Fall 2005, the City Council approved $10,000 for the Alliance to conduct a survey of <br />Redwood City residents to determine if there was an interest in a community shuttle <br />service. <br /> <br />Results from the survey showed that nearly three-fourths of the respondents indicated <br />that they would take a shuttle service at least two days per week as long as the shuttle <br />is reliable and convenient on a route that they are interested in taking. Interest in <br />specific locations along the shuttle route included the Redwood City Caltrain Station at <br />Sequoia Station, the Downtown/City Hall area, Kaiser Hospital and Red Morton <br />Community Center. Interest was also shown in traveling to/from Sequoia Hospital, the <br />Veterans Memorial Senior Center and Fair Oaks Community Center. <br /> <br />Page 1 of7 <br />
