Be
Page 2

Some employers located along Broadway had also expressed an interest in
commuter/peak hour service, for a shuttle route from the Redwood City Caltrain Station
to their worksites. These employers indicated that they would financially contribute to
the shuttle operating costs, which will help reduce overall shuttle operating costs. As a
result, city funding for service can then be minimized as funding grants for both
commuter and community service can help offset shuttle operating costs.

At the April 24, 2006 City Council meeting, the Council approved proceeding with the
planning for the Community Shuttle Service Pilot Program (commuter/peak hours and
community/mid-day shuttle service program), based on the survey results and potential
employer interest in the commuter route. City Council also provided approval for the
Alliance and SamTrans to apply for grant funding on behalf of the City of Redwood City
to help offset the operational costs of the shuttle service. City Council also requested
that once the Shuttle Service Pilot Program Plan (shuttle route and schedule) is
completed, that it be brought back to City Council for approval.

The Alliance, with assistance from SamTrans and feedback from the Shuttle
Stakeholder Group, has developed the commuter shuttle route and schedule (see
attached) to serve employers who have indicated that they will financially contribute to
the shuttle operating costs, as their employees are interested in riding the shuttle
between the Redwood City Caltrain station and their worksites. There are a total of nine
(9) employers who have indicated this interest (letters of support from the majority of
these interested employers is attached).

The propesed commuter shuttle- route and schedule can be implemented as early as
April 2007, providing approximately 6.5 hours of service during the morning from
approximately 6:30 a.m. - 9:15 a.m. and afternoon from approximately 3:30 p.m. - 7:15
p.m. Service runs from the Redwood City Caltrain Station to 550 Broadway, serving
Mid-PoiiitTechnology Park, Withdesighated stops along the way.

The proposed Community Shuttle Service can be implemented by July 2007, wlth
additional input from the Shuttle Stakeholder Group.. This shuttle service will include
service to the Fair Oaks neighborhood and locations to be determined on the West side
of EI Camino Real, (Le., potentially induding the Red Morton Community Center, the
Veterans Memorial Seniors Center). The proposed Community Shuttle Service will
operate for approximately 5.5 hours of service during the mid-day. The recommended
service route and schedule will be presented to City Council in early 2007 by the Shuttle
Stakeholder Group.

The Shuttle Program will be managed on behalf of the City of Redwood City by the
Alliance to minimize City staff involvement. The Alliance currently manages sixteen
shuttle routes on behalf of other San Mateo County cities including: Brisbane,
Burlingame, Foster City, Pacifica, San Mateo and South San Francisco (a copy of the
Shuttle Program Report for the 1 st Quarter Ending September 30, 2006 is enclosed).
Alliance Management duties include: shuttle route planning and route scheduling,
oversight of vendor/driver contract and handling the customer service calls (from riders).
The Alliance will also promote and market the shuttle to potential riders.
