Consensus by Council was to provide quality website links to educate the <br />community where appropriate. (209) <br />MINUTE ORDER 06 -243 <br />Recess: 9:05 — 9:15 p.m. <br />8. STUDY SESSION <br />A. Study Session — Housing Policy Considerations for Redwood City <br />Community Development Director Ingram explained the topic and process. <br />Planning Manager Ekas and CDS Manager Passanisi continued with explaining <br />the various components of the study session. (PowerPoint presentation and "Real <br />Time Minutes" on file) <br />Public Comment: <br />Denise Brousseau stated that her only concern is the issue of inclusionary zoning. <br />She stated that she has researched the topic and that there are differing opinions <br />on potential ramifications to be considered. For example, if you say to the <br />developer that the requirement is to build "x" percent of affordable housing, that <br />while that happens, the same developer may include that "fee" into other adjacent <br />housing to make up for it. <br />Kevin Bondonno, Chair of Housing and Human Concerns Committee, stated that <br />it has been a fabulous discussion and that the HHCC is excited about direction to <br />continue the dialogue. He expressed his pleasure that the discussion has evolved <br />beyond the downtown. <br />Chris Wuthmann stated that he is a market rate developer and found the <br />presentation fascinating and on the mark. He complimented staff on the work and <br />stated that a particular challenge exists in that the city has both the redevelopment <br />area and areas where affordable housing would be desirable but the flexibility is <br />not as great. He suggested that if an ordinance is not adopted that consideration <br />of a study session around a proposed project be conducted. To the extent that <br />shared parking is implemented between daytime and nighttime uses, reduction in <br />the parking requirement and associated costs might be accomplished. <br />Recommendation: <br />No Council action required at this time. However, staff is seeking Council input on <br />the following discussion items: <br />A. Consider and discuss housing affordability policy questions not specifically <br />addressed in the Draft Downtown Precise Plan. <br />B. Provide broad "next steps" direction to staff for working with the Housing & <br />Human Concerns Committee and the Planning Commission for updating the <br />General Plan Housing Element.
