6.2A
Page 3

Landscape Maintenance section, one to Building Maintenance and one to Custodial
Services. In July of 2006 the PRCS Manager for Custodial Services became vacant due to
a retirement. At that time the Director and Superintendents re-evaluated department
needs. It was determined that the responsibilities of the Custodial Services section
required a lesser level of management expertise than other departmental divisions. In.
addition, duties that had previously been carried out by the former incumbent were
eliminated or shifted to other managers. Thus, the PRCS department is restructuring to
eliminate the PRCS Manager position dedicated to the Custodial Services Program and
replace it with a first-line supervising position titled Custodial Services Supervisor.

The primary job duties of the new position include making and approving orders for
supplies, supervising and evaluating Maintenance Custodial personnel, overseeing monthly
budget expenditures, and managing the day to day custodial operations. This position
would report to a PRCS Superintendent or other designated manager.

A job description for this new classification is provided in Exhibit A.

Fiscal Impact: The change in structure would result in a maximum salary and salary
related benefits costs savings of $23,975.64 annually.

Alternative
The alternative would be to not approve these staff requests. This would result in continuing
with the current departmental structures and job classifications as well as in Redwood City
being out of compliance with State regulations for some positions.

Fiscal Impact
The net fiscal impact on the budget of all these actions is to decrease salaries and benefits
$34,413.48 annually and $17,868.54 for the remainder of the 2006/07 f?JjJj-iscal year.

__ j; 1 ..
(j;eus- Y)-~ Jl ~ ' ,
~obert Bell -- Ed Everett
HR Director City Manager

Attachments: Resolution
Exhibit A: Job Descriptions for the following classifications:
· Public Workers Maintenance Worker III
· Public Workers Maintenance Worker I-II
· Lead Public Works Maintenance Worker
· Consumer Service Technician
· Customer Support Services Specialist
· Utilities Locator
· Utilities Specialist
· Fleet Manager
· Fleet Supervisor
· Custodial Services Supervisor
