Utilities Specialist <br /> <br />Over the last few years Cal-OSHA and the Department of Health Services have established <br />legal requirements that impact the necessary minimum qualifications for several Public <br />Works Services classifications for the City of Redwood City. These new requirements <br />require State certification in the areas of water distribution and crane operations. In order to <br />be in compliance with new State regulations, the City has included these requirements in <br />the amended job descriptions. The City and the Union representing these classifications, <br />the Service Employees International Union (SEIU), worked together to provide incentives <br />for current employees to obtain the required certifications. Council has previously <br />approved these incentives. The final stage in adopting these new state required <br />certifications is to include them as requirements in the descriptions. <br /> <br />Amended job descriptions are included in Exhibit A. The certification requirements appear <br />in bold print. <br /> <br />Fiscal Impact: There is no fiscal impact. Incentive pay for employees to obtain these <br />certifications was previously approved by Council and paid to eligible employees. <br /> <br />B. New Classifications <br /> <br />1. Current: Public Works Superintendent Proposed: Fleet Manager <br />Public Works Operations Leader Fleet Supervisor <br /> <br />The Equipment Services Division of Public Works Services has traditionally had a structure <br />of a Superintendent as the Division Manager with direct reports of an Operations Leader, <br />Secretary and a Lead Equipment Mechanic. In July of 2006 the Superintendent was <br />promoted to Public Works Services Director and determined that a different organizational <br />structure would improve operations by increasing efficiency, developing greater <br />accountability and optimizing learning opportunities within the Equipment Services division. <br />In addition, such a restructure would result in a salary savings. <br /> <br />The proposed new structure would replace the Superintendent position with a Fleet <br />Manager, who would report to the Public Works Services Director. The Operations Leader <br />would be replaced with a Fleet Supervisor, who would report to the Fleet Manager and <br />supervise the 8 fleet employees. The tasks of the Fleet Supervisor would concentrate <br />primarily on running the day-to-day operations of the shop while the Fleet Manager would <br />oversee the entire divisional operations, including regulations, budget and writing new <br />vehicle specifications. <br /> <br />Job descriptions for these new classifications are provided in Exhibit A. <br /> <br />Fiscal Impact: The change in structure would result in a maximum salary and salary <br />related benefits costs savings of $10,437.84 annually. <br /> <br />2. Current: PRCS Manager Proposed: Custodial Services Supervisor <br /> <br />Within the Parks and Facilities division of the Parks, Recreation and Community Services <br />(PRCS) Department, there are currently four PRCS managers.
