PORT OF REDWOOD CITY
Son Francisco Bay

The City looked at ferry service in its Bayfl'Ont Area Vision Study and found that this
form of transportation and siting of a terminal on the City's Bayfront should be
encourage and suppolied. It would provide new transit service and also create
opportunities for development of adjacent commercial uses and public space that meets
the City's objective of providing attractive public places for the community to enjoy.
The Bayfront Study identified the railroad right-of-way along Seaport Blvd. as a future
transit link between the ferry terminal and downtown Redwood City.

78
Page 3

The Port is undertaking a study which will finalize the temlinal site and prepare a
preliminary design of the terminal. The Redwood City Ferry Terminal Location
Analysis, Environmental Assessment, and Preliminary Design (Study) will be prepared
by CBS Consulting Group and a team of experts in transportation, environmental review
and engineering. Using prior studies and WT A terminal planning criteria, the Study will
evaluate sites based on environmental suitability and quickly hone in on the most
appropriate site. The Study will then focus on terminal access fi'om land and water,
terminal design, and estimated construction cost.

Some of the issues that need to be addressed in the Study include:
· Is there sufflcient space to develop landside and waterside facilities for a suitable
ferry tenninal?
o Are available roadways adequate (with funded improvements) adequate to handle
ferry generated traftic?
· Are tllere any environmental issues that would preclude the use of any site for
terminal development and the operation of a successful ferry service?
· For the Westpoint Slough site, what are the permits and entitlements necessary for
locating a fCITY terminal?

The Study cost is approximately $122,000 ancl it will be concluded in July 2007. A draft
of the Study will be presented to the City Council and Port Commission in order to
provide opportunities for public input.

Next Steps and Fundine

Following conclusion of the Study, the groundwork will have been laid for the
preparation of the site specific EIR/EIS for the ferry terminal. The llext steps in bringing
feny service to Redwood City following the conclusion of the Study and their
approximate timelines will be:

Enviromnental Impact Report (EIR/EIS): 12 - 18 months
Final Terminal Design, Permitting, and Contracting: 12 months
Terminal Construction: 12 months

Funding for the next steps through terminal construction, vessel deployment and
operation of ferry service, will come from a variety of sources.
