"Page 7 <br /> <br />Public Safety: <br /> <br />The Governor proposes to continue the critical <br />Citizens' Option for Public Safety (COPS)/Juvenile <br />Justice Grants program. The budget funds this <br />program at $238 million, the same level as 2006- <br />07, This money goes directly to enhancing public <br />safety services. <br /> <br />Pursuant to last year's AB 1805, the budget <br />also includes $35 million for an alternative to <br />traditional booking fees called "jail access fees." <br />This is the same level of funding as last year. <br />(For an explanation of AB 1805, please see <br />www.californiacityfinance.com/ <br />BkgFees060821.odf) <br /> <br />Housina: <br /> <br />The Governor's budget includes $654 million in <br />Proposition 1 C funds for California's housing <br />needs. The Department of Housing and Commu- <br />nity Development (HCD) proposes making $373 <br />million in awards to the following programs areas <br />authorized by Proposition 1 C: <br />$88 million Affordable Homeownership <br />Programs <br />. $30 million for CalHFA programs <br />. $15 million for California <br />Downpayment Assistance <br />Program <br />. $15 million for the Residential <br />Development Loan Program <br />· $140 million for the Affordable Rental <br />Housing Construction Programs <br />$40 million to Housing for Farmworkers <br />$95 million to Homeless Permanent <br />Housing Construction <br />$10 million to Homeless Shelter Housing <br />Construction <br /> <br />Additionally, the Governor's budget proposes to <br />fund two other programs within Proposition 1 C <br />subject to appropriation by the Legislature. These <br />are: <br /> <br />$40 million to the Building Equity and <br />Growth in Neighborhoods (BEGIN) <br />· $95 million to the Transit-Oriented <br />Development Program <br /> <br />The budget also includes $145 million in <br />awards for the following three programs in Propo- <br />sition 1 C that require further legislation and <br />appropriation: <br /> <br />$100 million for Infilllncentive Grants <br />$15 million for Affordable Housing <br />Innovation <br />$30 million for Housing and Urban- <br />Suburban and Rural Parks <br /> <br />Flood Control and Water Quality Issues: <br /> <br />Environmental issues were also a significant <br />part of the Governor's budget proposal. Below is <br />a summary on the items of importance to cities <br />that are funded, including climate change and <br />flood control. <br /> <br />· $35.8 million from various funds to <br />implement measures to reduce green <br />house gas emissions and develop a <br />market based compliance program (AB <br />32: Global Warming Solutions Act). <br />$3.1 million to the clean-up and abatement <br />account for the Water Board to accelerate <br />the cleanup of approximately 750 <br />additional brownfield sites <br /> <br />Proposition 84 Funds: $1.1 billion of Propo- <br />sition 84 funds are proposed to be allocated to the <br />following programs: <br /> <br />$75.7 million to the State Water Pollution <br />Control Revolving Fund Program which <br />provides low interest loan to construct <br />municipal wastewater treatment facilities, <br />and storm water pollution control projects <br />· $6.2 million for the Agriculture Water <br />Quality Grant Program <br /> <br />Continued on Page 5 <br /> <br />PAGE 4 .
