COMMUNITY DEVELOPMENT DEPARTMENT

Building Division

!:1E.!:1QRh.tiQU!:1

EXHIBIT "c"

Date: July 15, 1986

To: Chief Building Official

From: Building Inspector

Subject: 1911 Alameda De Las Pulgas, APN 069-191-140

On July 15, 1986, I was part of a team inspection at the above address.
Present for the inspection was:

Dick Schouten, City Attorney's Office
Mike Wheelwright, Planning Division
Debbi Jones-Thomas, Housing Division
Dave Anderson, Fire Department
Jim Yuen, Environmental Health
Sgt. Mike Turturici, Police Department

After a brief meeting in the Police Department, we went out to inspect
the property. At the time we arrived, there were four to five
"teenagers" cleaning the outside area.

The area around the house was covered with garbage bags, both torn open
and closed. There was everything imaginable laying around from
automotive parts, bikes, trash, bedding, batteries, broken glass, etc.
We did not have access inside the home but from looking through the
windows, the inside was much worse than the outside. Most of the
windows and doors were broken. The floor could not be seen because of
the garbage and debris. Human excrement was smeared on the walls.
There were also large holes in the ceiling and walls.

We are suppose to gain entry on July 16, 1986. I am not sure what else
we will find, but this building is by far the WOI'St one I have seen in
my brief stay with Redwood City. It should be cleaned-up or abated
immediately.

Several slides showing the above conditions should be developed by
July 18, 1986. Attached is a letter received by the Police Department
from concerned neighbors.

Another letter will follow, after we gain entry to the building.

Jerome J. Schnell, Jr.

/mkc

attach
