EXHIBIT "D"

COMMUNITY DEVELOPMENT DEPARTMENT

Building Division

!:iE.!:iQRl!l!QUM

Date: July 16, 1986

To: Chief Building Official

From: Building Inspector

Subject: 1911 Alameda De Las Pulgas, APN 069-191-140

On July 16, 1986, at 10 a.m., Dave Anderson from Fire, Hike
Turturici from the Police Department and myself gained entry
to the above property.

The interior of the home was worse than I ever imagined.
Garbage and debris were piled everywhere, some places almost
to the ceiling. The toilet and bathtub were over flowing
with human excrement. It seems that once the bathtub was
full, they threw the human waste everywhere and anywhere.

It is unbelievable that the people moved out of this house
one month ago. It is now up for sale, and Royer Realty is
handling the sale. I spoke with Royer Realty this morning
and they had no idea the place was that bad.

This home must definitely be gutted down to the floor joists
and wall studs and another inspection made to determine the
sutural soundness of the building.

Schnell, Jr.

Imkc
