IREPOR · 'ro the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />October 28, 2002 <br /> <br />Subject <br />Designation of the "Main Street Historic District" <br /> <br />Recommendation <br />Approve the recommendations from the Planning Commission and Histodc Resources Advisory <br />Committee (HRAC) to designate the properties described below as the "Main Street Histodc <br />District" per Chapter 40, "The Historic Preservation Ordinance," of the Redwood City Code. <br /> <br />Addresses and parcel numbers of properties lOcated within the proposed district: <br /> <br /> 726', 800, 83`1-835, 839, and 847-849 Main Street; `199`1, 2000*, 2020*, and <br /> 2022-2024* Broadway, (see attached map). APN, 052-374-'140, 053-`13`1-050, <br /> 053-233-230, 053-233-`130, 053-233-`120, 053-233-270, 052-374-`180, 052-374- <br /> `100, respectively. <br /> <br />Background <br />Description of Area <br />The subject properties are located in one of the oldest and most historic portions of the <br />Downtown. As indicated by the name, "Main Street" was Redwood City's first and most <br />important street. The portion of Main Street under consideration was developed approximately <br />150 years ago along the Southern bank of Redwood Creek (historically known as the "The <br />Embarcadero") to allow the loading, unloading and construction of ships (the "backs" of the <br />buildings located on the North side of Main Street had direct access to the navigable Creek). <br />Main Street retained its role as the commercial "spine" of the City until Redwood Creek was <br />culverted in the `1930's (at Wharf Street) and Broadway extended towards the "Bayshore." Three <br />out of a total of eight properties contained within the proposed distdct have frontage on the North <br />side of Main Street, while four have frontage on its South side. Four of the eight parcels also <br />have frontage on Broadway. <br /> <br />Implications to property owners within Historic District <br />Once a Historic District is designated by the City Council, All "contributing" properties (which <br />contribute to the historic aspect of a designated Histodc District) are subject to the regulations <br />of the Historic Preservation Ordinance (Chapter 40 of the City Code). As summarized below, <br />the Histodc Ordinance seeks to preserve Redwood City's architectural hedtage by protecting the <br />exterior of historic buildings through prescribed historical design review standards. In exchange, <br />several benefits (described in the "Project Analysis" section) are provided to historic property <br />owners. <br /> <br />Summary of Historic Ordinance Regulations <br /> 1. Significant Exterior changes are subject to design review by the HRAC and the Planning <br /> <br />* Properties already part of an existing Historical Commercial District. <br /> <br /> <br />
