10.A, <br /> Oommi$$ion. <br /> 2. The historic appropriateness of exterior modifications are govemed by the Secretary of <br /> the Interior's Standards for Rehabilitation (see enclosure). <br /> 3. Demolition applicat~n$ first require approval by the Planning Commission, subject to <br /> recommendation by the HRAC. - <br /> <br />The proposed Main Street Distdct would incorporate four designated histodc properties already <br />located in an existing commercial district*. Three new properties would therefore come under <br />the above regulations as a result of the proposed designation: 800 Main street (Sequoia Hotel), <br />839 Main Street (Odd Fellows Hall), 847-849 Main Street (Clifton Motor Co. Building). Because <br />the eighth property was rated as a "non-contributing" property (i.e., a building which is <br />determined to be architecturally compatible but does not qualify as historic), the "Berkeley <br />Extension Building" at 1991 Broadway, is not subject to the same review process as the <br />designated historic resources. Instead, non-contributing properties are subject to the same level <br />of design review for exterior changes as other non-historic properties in the Downtown, i.e., an <br />Architectural permit. <br /> <br /> ChronoloRy <br /> · 1994 The HRAC conducted a general background analysis of existing histodc <br /> buildings in the Downtown for the purpose of preserving the historic identity of the <br /> City center. <br /> · 1995 The HRAC analysis confirmed that a Historic District could be established <br /> along Main Street by grouping several histodc resources. The HRAC prepares an <br /> outline showing the preliminary boundaries of a potential Historic District. <br /> · 1996 The State Office of Historic Preservation (SHPO) and HRAC/Staff met on-site <br /> to review and confirm the specific boundaries of a future National-Register eligible <br /> Historic District. A total of eight properties are included. <br /> · 1998 The HRAC began prepared a draft Historic District proposal, following local, <br /> State and National standards. The HRAC proposes the name "Main Street Historic <br /> District," <br /> · 2000 The HRAC unanimously voted to recommend to the Planning Commission <br /> that the proposed distdct be recommended for approval by the City Council. <br /> · 2001 The HRAC and staff complete their work on all related documentation. <br /> · 2002 (March) All property owners and tenants located within the proposed district <br /> boundaries are invited to an informational public meeting (including the <br /> participation of SHPO) regarding the proposed district designation. This <br /> informational meeting is attended by approximately 50% of the property owners <br /> within the potential district, general support is expressed. <br /> · 2002 (September) After a public hearing on the proposed designation (no written <br /> or verbal public opposition was expressed), the Planning Commission unanimously <br /> voted to recommend the proposed "Main Street Histodc District" designation to the <br /> City Council. <br /> <br />Project Analysis <br />Purpose of Main Street Historic District <br />Portions of the downtown area contain a strong concentration of buildings that are rich in history <br />and architecturally significant. Although some important buildings on Main Street have <br />disappeared over time, many key buildings remain to this day as witnesses to the street's <br /> <br />* Properties already part of an existing Historical Commercial District. <br /> <br /> <br />
