Appeal against the Issuance of Architectural Permit, Page 2 of 2

I have discussed my concerns with the Vivianis. I have suggested that they
expand their home on the first floor only, or that if they do add a second story,
that they do it within the footprint of the current structure. While they were
very gracious, we were unable to come to a resolution.

I also want to state that I am very disappointed in the planning process that is
administered by the City of Redwood City. I understand my neighbor's desire
to increase the size of their home, but I am very aware that it will have a great
impact on my own property both during and after construction. In talking to
the city planners, I did not find that they were very interested in protecting my
interests in this dispute. I pay the same taxes as do my neighbors, and feel that I
am entitled to the resources of the City in resolving this dispute and protecting
my stake in the community. Yet the zoning does not explicitly codify the rights
and interests of those who own properties affected by new construction.

! know that it is possible to expand a home in an architecturally agreeable
manner. A good example of a second story addition that really enhances both
the home and the neighborhood is the second-story addition on the east corner
of James and Duane. I have been very impressed with how they expanded the
home in an aesthetically appealing, pleasantly scaled way. Across the street from
that home is a one-story expansion that is equally pleasing.

The charming, established neighborhoods in Redwood City are an important
component of its attractiveness as a 'community. I have no doubt that the
property tax revenue that these neighborhoods generate is important to the City
also.

I th.ink that the City is obligated to play a more discerning role in mitigating the
pressures for expansion in established neighborhoods. I would like to see that
my rights to maintaining the ambiance of the neighborhood that I invested in
are placed equal to those of my neighbors to alter or expand their properties. I
would like to see the City play a more proactive role in helping neighbors build
structures that enhance their neighborhoods. I would like City architects and
plarmers involved in helping neighbors to resolve disputes in a manner that
leaves all parties feeling satisfied, not compromised.

Respectfully,

Sue Marek

cc: Michael and Alicia Viviani
