REPORT <br /> From the City Manager <br /> <br />November 4, 2002 <br /> <br />Subject <br />Application to participate in a regional large landscape water conservation audit program <br /> <br />Recommendation <br />By Motion, authorize the City Manager to submit an application to participate in the Bay <br />Area Water Users Association Large Landscape Water Conservation Audit Program <br /> <br />Background <br />The City of Redwood City has been a member of the California Urban Water Council <br />(CUWCC) since 1992, and is a signatory to the Memorandum of Understanding (MOU) <br />regarding urban water conservation in California. As such, Redwood City has made a <br />long-term commitment to fully implement 14 water conservation "Best Management <br />Practices" (BMPs) delineated in the MOU. (See Attachments A, B and C for additional <br />information). <br /> <br />Redwood City has also been proactive at a regional level by dedicating resources to a wide <br />range of conservation programs and projects initiated by the Bay Area Water Users <br />Association (BAWUA). <br /> <br />The City Council has demonstrated leadership over the past decade by funding <br />conservation program initiatives and advocating for increasingly higher levels of <br />conservation. The community has responded by holding per capita residential <br />consumption to an average 90.6 gallons per capita per day (GPCPD), 6% lower than the <br />BAWUA average for 29 agencies., while average ,qross per capita use (142.1 GPCPD) is <br />11.4% lower than the BAWUA average of 160.4 GPCPD (Source: BAWUA FY 2000/01 <br />Annual Survey - Attachments D and E). <br /> <br /> Currently Redwood City is well on its way to full compliance with all of the CUWCC BMPs, <br /> and is in leadership position on several program elements: <br /> · BMP # 1 - Water Survey Program. Redwood City's web-based "Water Allocation <br /> Program" for single-family residential customers is nearing completion of a <br /> substantial software upgrade, and over 50% of all residential customers have <br /> responded to the surveys to date. Staff expects this tool to be fully operational by <br /> the spring of 2003. <br /> · BMP # 2 and # 3 - Residential retrofits, audits and leak detection. For several <br /> years, City staff has provided free, full-service, on-request residential audits <br /> designed to assist customers with a range of conservation techniques. The <br /> program has received increasing praise from citizens and the demand for <br /> appointments continues to rise. <br /> · BMP # 6- Washer Rebates. Redwood City has been a participant in the BAWUA <br /> regional high-efficiency washer rebate program since its inception in November <br /> lof3 <br /> <br /> <br />
