Alternatives
1. The alternative is to withhold application to the BAWUA program and set up a stand-
alone city program for BMP #5. Staff would not expect this approach to be as cost
effective or to product tangible water savings on the scale of the BAWUA regional
program.
2. The Council could withhold application and direct staff to conduct a cost-benefit
analysis for BMP #5. If the analysis could demonstrate clearly that this program applied
to the Redwood City market will not be a cost effective method for reducing water use,
the CUWCC MOU allows for exemption from the BMP. However, this is not a viable
alternative, since the potential savings in landscape irrigation water use - just in
Redwood Shores alone - has been estimated at 10 to 12.5%.

Fiscal Impact
Funds in the amount of $620,000 are available in the approved Fiscal Year 2002/03
Capital Improvement Program, Water Enterprise Fund, Conservation Rebates Account.
The maximum budget authorization recommended for participation in the Large Landscape
Water Conservation Audit Program is $113,555.00. Potential future savings in water use
and customer utility bills will be estimated at the completion of Task One per Attachment
No. 3, and will vary from site to site.

Manny Rosas '" ~ Peter Ingra Ed Everett
Public Works Superintendent Director, Public Works Services City Manager

Attachments A.
