Proposal Process and Consultant Selection <br />During the Winter of 2001/2002, the BAWUA Water Resources Committee developed a Request <br />for Proposals (RFP) for Large Landscape Conservation Services. The RFP was issued on March <br />12, 2002 to a selected list of potential consultants that was developed through Committee input <br />and was based a database of potential consultants for these types of services that has been <br />developed by CUWCC for its members. Three firms supplied full proposals in response to the <br />request. <br /> <br />The Water Resources Committee created a review team was comprised of representatives from: <br /> · Stanford University (Susan Kulakowski) <br /> · Palo Alto (Kirk Miller) <br /> · Redwood City (Manny Rosas) <br /> · Daly City (Cynthia Royer) <br /> · SFPUC (Cheryl Munoz) <br /> <br />Following its review of all three proposals, the review team unanimously decided to request a <br />formal interview presentation fi.om two of the proposing firms: WaterWise and John <br />Whitcomb/Chris Willig. The interviews were held on May 3rd after which the review team <br />(without Kirk Mill.er) unanimously chose the Whitcomb/Willig proposal. The team felt that the <br />Whitcomb/Willig proposal offered the best array of services for the.least cost with a unique turn- <br />key package that would minimize the staffrequirements on the participating BAWUA agency <br />and BAWUA itself. Additionally, Whitcomb/Willig have the fight combination of data <br />manipulation skills and on-the-ground landscape/irrigation experience to perform the necessary <br />services successfully for the BAWUA members. <br /> <br />A draft scope of services and budget has been prepared (attached) and are undergoing final <br />review with the consultant. BAWUA's legal counsel has reviewed the scope of services and is <br />preparing the remaining portions of the contract. A new application to participate in this <br />program is also being prepared. <br /> <br />BMP 5 - Large Landscape Conservation Services <br />BMP 5 (Large Landscape Conservation Programs and Incentives) is one of the Best <br />Management Practices (BMPs) identified in the Memorandum of Understanding Regarding <br />Urban Water Conservation in California (MOU) as governed by the California Urban Water <br />Conservation Council. BMP 5 requires water agencies to implement conservation programs to <br />improve landscape irrigation. Specific activities for these programs include water use budget, <br />water use surveys, and supplemental landscape programs. <br /> <br />Implementation to date ofBMP 5 within the BAWUA service area is sparse. The main reasons <br />for the low level of implementation for this BMP are related: (1) implementation of this BMP 5 <br />relatively complex, as it requires expertise in several areas, and (2) the high expense for any <br />individual agency to hire a consultant to perform this work. For those agencies wishing to <br />participate in the Landscape Conservation Services Program offered by BAWUA, they will be <br />able to more cost-effectively implement large landscape ,vater budgets and water use surveys <br />within their service areas. <br /> <br /> <br />
