ATTACHMENT 2 <br /> <br />Agenda Title: Contract with John Whitcomb for FY 2002-03 Large Landscape <br /> Water Conservation Services <br /> <br />Summary: <br /> <br />The BAWUA membership has expressed interest in participating in a BAWUA administered <br />Large Landscape Conservation Services Program though which the BAWUA members can meet <br />the requirements of implementing the CUWCC's Best Management Practice #5 (Large <br />Landscape Audits). Through an RFP process, a consultant has been selected to perform these <br />services for interested BAWUA member agencies. A draft scope of services has been prepared. <br />The FY 2002-03 adopted budget identifies the implementation of a Large Landscape <br />Conservation Program as a deliverable within the Water Resources Program. <br /> <br />Fiscal Impact: <br /> <br />The fiscal operation of the Large Landscape Water Conservation Services Program involves <br />100% repayment to BAWUA of all costs paid to Consultant. Direct costs will be limited to staff <br />time dedicated to administering the program. This time is estimated as a total of 3-4 hours per <br />week, spread among the Water Resources Analyst, Of'flee Manager, and Office Assistant. <br /> <br />Recommendation: <br /> <br />That the Board authorize the General manager to (1) finalize negotiations with Consultant <br />(John Whitcomb/Chris Willig) and (2) enter into an agreement with Consultant for <br />implementing a Large Landscape Conservation Services Program for interested BAWUA <br />members for FY 2002-03. <br /> <br />Discussion: <br /> <br />As part of the continuing implementation of the Local Resources Management Program (LRMP), <br />the Water Resources Committee has been investigating and reviewing new potential conservation <br />programs for implementation throiagh subscription type services similar to the Washing Machine <br />Rebate Program currently being offered. Through the Conservation Survey (included as part of <br />the BAWUA Annual Survey) and membership feedback provided directly to the Water <br />Resources Committee, the membership's desire for a BAWUA sponsored Large Landscape <br />Conservation Services Program has been identified. <br /> <br />The FY 2002-03 adopted budget identifies the implementation of a Large Landscape <br />Conservation Program as a deliverable within the Water Resources Program. For those agencies <br />wishing to participate in the Landscape Conservation Services Program offered by BAWUA, <br />they will be able to more cost-effectively implement large landscape water budgets and water use <br />surveys within their service areas. <br /> <br /> <br />
