Nor is there any legal <br />basis for determining that the definition of "retail business" equates with a business <br />which collects sales tax. The City Council is advised to consider all of the information <br />presented and make its determination as to whether findings can be made that the <br />proposed business may be located within the CBR district. <br /> <br /> T.
