'7.1-N I <br /> REPORT <br /> To the Mayor and City Council and <br /> Redevelopment Agency Executive Board <br /> From the City Manager and <br /> Executive Director <br /> <br /> November 4, 2002 <br /> <br />Subject <br />Award of Contract - Demolition of 846 Jefferson Avenue (Redwood Plaza) <br />Engineering File No. 803-08 <br /> <br />Recommendation <br />That the Redevelopment Agency authorize the City Council to award the contract for <br />the demolition of 846 Jefferson Avenue to the lowest responsible bidder, Evans <br />Brothers Inc., of Livermore, California, for their Iow bid of $31,388.00, and reject all <br />other bids. <br /> <br />That the City Council award the contract for the demolition of 846 Jefferson Avenue to <br />the lowest responsible bidder, Evans Brothers Inc., of Livermore, California, for their Iow <br />bid of $31,388.00, and reject all other bids. <br /> <br />Background <br />This building at 846 Jefferson Avenue was acquired by the Redevelopment Agency as <br />part of the acquisition of the Way-to-Go property. The purchase was a part of the land <br />acquisition for the Cinema Project. The building is now vacant. Even while the building <br />was occupied, there were problems with people breaking into and sleeping in the <br />vacant spaces and the rear alley. Now that the building is entirely vacant, staff is <br />concerned that maintenance and security problems will increase. Regardless of the <br />Council's final decision on the Cinema, this building needs to be torn down for health <br />and safety reasons. <br /> <br />To allieviate security and maintenance concerns, on September 10,2002, the City, on <br />behalf of the Redevelopment Agency, issued a request for bids for demolition of the <br />building. Related to this, the Redevelopment Agency is currently conducting the <br />necessary lead and asbestos studies prior to demolition. <br /> <br />On October 16, 2002, the bids for demolition were opened at 3:00 P.M. in the Office of <br />the City Engineer.
