The committee had a <br />number of guest speakers, including Tom Adams, <br />president of the California League of Conservation <br />Voters, Steve Sanders from the Institute for Local <br />Government (ILG), and Tam Doduc, chair of the <br />State Water Resources Control Board. <br /> <br />Adams spoke to the committee about the <br />campaign against Proposition 90 in 2006, ex- <br />pressing the need for meaningful eminent domain <br />reform. to avoid other types of "regulatory takings. <br />measures in the future. Sanders focused his <br />comments on climate change, and what ILG was <br />doing on that subject. Both Sanders and commit- <br />tee members encouraged participation in the <br />League's Climate Change Policy Working Group. <br />Finally, Tam Doduc discussed the positive rela- <br />tionship between the Water Resources Board and <br />California communities and cities, and her desire <br />to continue and enhance that relationship in the <br />future. <br /> <br />Following the speakers, the committee fo- <br />cused on setting its work program for 2007, <br />setting a list of work program goals. Those goals <br />include: <br /> <br />· Housing and green building <br />Legislative updates and monitoring <br />Implementation of infrastructure bonds <br />· Climate change <br />Eminent domain <br />· Affordable housing <br />· Review of the League's Smart Growth <br />Principles <br />· Ahwahnee Water Principles for Resource <br />Efficient Land Use <br /> <br />The Environmental Quality Committee will next <br />meet on Friday, March 30 at the Ontario Conven- <br />tion Center in Ontario. <br /> <br />Employee Relations <br /> <br />The League's Employee Relations Policy <br />Committee held its first meeting of the year on <br />January 11. The committee concentrated on its <br />2007 Work Program, settling on the following <br />goals for this year: <br /> <br />Pension reform <br />Healthcare/insurance <br />Workers' compensation <br />Staff training and development <br />Infrastructure bond implementation <br />Affordable housing <br />Eminent domain <br /> <br />In addition to its work objectives for 2007, the <br />committee also had a number of presentations. <br />Scott Lipton, grass roots organizer for the Califor- <br />nia Coalition on Workers' Compensation. Katy <br />Wilson, an independent consultant with the Cali- <br />fornia Healthcare Foundation, Jason Dickerson, <br />principal fiscal and policy analyst for the Legisla- <br />tive Analyst's office, Christine Baker, executive <br />officer, The Commission on Health and Safety and <br />Workers' Compensation, Tony Oliveira, local <br />government representative for CalPERS Board of <br />Administration, and Audrey Daniels, human <br />resources director, city of Foster City, all delivered <br />remarks. <br /> <br />The committee's next meeting is scheduled on <br />Thursday, March 29. at the Ontario Convention <br />Center in Ontario. <br /> <br />Public Safety <br /> <br />The Public Safety Policy Committee held its <br />initial meeting of 2007 on January 11, at the <br />Sacramento Convention Center.
