'" '" <br /> <br />gency preparedness, nuisance abatement (gang <br />and graffiti prevention), wildland urban interface, <br />technology and interoperability, sex offender <br />management, and medical services. <br /> <br />The committee had one action item regarding <br />a request from the city of Rancho Mirage to submit <br />a letter to the Governor outlining the League's <br />Indian Gaming Policies and Principles regarding <br />mitigating impacts associated with casinos, as <br />well as requiring agreements between tribes and <br />local jurisdictions. Additionally, the committee <br />supported the League encouraging the Governor <br />to consider expanding the definition of "impacted <br />cities" to include "adjacent cities" when negotia- <br />tions for the Agua Caliente Indian Gaming Com- <br />pact likely resume in the 2007 legislative session. <br /> <br />Assemblymember Todd Spitzer was one of the <br />guest speakers at the meeting. Spitzer began his <br />remarks by discussing the recommendation from <br />Gov. Arnold Schwarzenegger's High Risk Sex <br />Offender and Sexually Violent Predator's (HRSOI <br />SVP) Task Force to hold a housing summit with <br />stakeholders from the local and state levels to <br />address housing issues of released sex offenders <br />deemed high risk and sexually violent predators. <br /> <br />Tom Saywer, public safety liaison to the Gover- <br />nor, also spoke to the committee, updating it on <br />public safety programs outlined in the state bud- <br />get. Of particular interest to the group was book- <br />ing fees, where $35 million was set aside in the <br />budget - the same level of funding as last year. <br /> <br />Other highlights included Connect-CTY dis- <br />cussing its services and benefit to cities as an <br />emergency or non-emergency telephone notifica- <br />tion system to citizens. The committee also heard <br />from Carl Dickerson of Ech0911 - a patented <br />phone service that automatically and immediately <br />notifies family, friends, or neighbors via wireline <br />and wireless telephones when a subscriber dials <br />9-1-1. <br /> <br />After a thorough discussion and several <br />issues raised by committee members knowledge- <br />able about emergency response and law enforce- <br />ment, it was decided that the Technology and <br />Interoperability Subcommittee would perform <br />additional research, discussion and, possible <br />recommendations, regarding the Ech0911 ser- <br />vice. <br /> <br />The League's Public Safety Policy Committee <br />will next convene on Thursday, March 29, at the <br />Ontario Convention Center in Ontario. <br /> <br />Transportation, Communications & Public <br />Works <br /> <br />The League's Transportation, Communica- <br />tions & Public Works (TCPW) Policy Committee <br />met on Friday, January 12, also at the Sacra- <br />mento Convention Center. In addition to empha- <br />sizing infrastructure in its 2007 Work Program, <br />the committee also voted to support the budget <br />appropriation in the 2007 state budget ($103 <br />million as submitted by the High Speed Rail <br />Authority [HSRA]) to continue the program work of <br />HSRA to hire additional staff, as well as additional <br />design and engineering work for high speed rail in <br />California should the $9.95 billion bond pass by <br />the voters in November 2008. <br /> <br />The committee further requested additional <br />speakers at the next meeting to discuss magnetic <br />levitation technology and representatives from <br />several local government associations. <br /> <br />A number of speakers also made presenta- <br />tions at the meeting. Keith Hanks, council mem- <br />ber, city of Azusa, gave a presentation on utility <br />cross bores, which are created when an existing <br />subsurface utility is penetrated by a second utility <br />during installation using a trenchless method and <br />could potentially result in a blocked sewer or even <br />a fire.
