In the absence of the Director, attend and participate in treetings and conferences with the City Council, City boards and coomissions, depart:Irent administrators, public officials, professional organizations, contractors, the City f1anager's Office, and Colmty, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities. Supervise and participate in the preparation and administration of the capital iIq>rovem:mt plan and budget and division's operating budget. Prepare a variety of reports, correspondence and special studies. Respond to difficult citizen inquiries and canplaints by answering or seeing that necessary action is taken. Select, supervise, train and evaluate subordinate staff. Serve as Acting Public Vk>rks Director/City Engineer as assigned. Coordinate ~rk of the Division with related City depart::IIents, private contractors, and other public agencies. Resolve w:>rk problems and interpret administrative policies to subordinates, other depart:I1:e1ts and the public. Perform related duties ~ assigned. QJALIFICATICN> Knowledge of: Principles and practices of civil engineering and administration as applied to the design, coostrUCtion and maintenance of public works facilities, technical inspection services, plan review, and other areas. Applicable laws and regulatory codes related to developrrent and construCtion of public lo;lOrks. Recent developnents, current literature and sources of infoIlIBtion regarding civil engineering.. Principles of organization, administration, budget and personnel managaIB'lt. Materials, equipue1t, procedures, and practices used in the design, construction, operation, maintenance, and repair of a m.mi.cipal water distribution system.
