The City Clerk shall be, and is hereby, authorized and <br />directed to give notice of said hearing by causing a copy of a <br />"Notice of Hearing" to be: (i) mailed, postage prepaid, to the <br />owners of any lot or parcel of property subject to a benefit <br />assessment to pay said costs of maintenance and operation, (ii) <br />published once in the Official Newspaper of the City, and (iii) <br />posted on or near the Council chamber door or any bulletin board <br />in or adjacent to the City Hall.
