<br />EXHIBIT 1\ <br /> <br />PROPOSAL FOR PROFESSIONAL SERVICES RELATED TO ADVISING REDWOOD CITY ON <br />THE CREATION OF A NEW LOCAL ENABLING ORDINANCE AS WELL AS WELL AS A <br />PROPOSAL FOR A NEW DOWNTOWN REDWOOD CITY ORGANIZATIONAL PLAN <br /> <br />Submitted by Marco Li Mandri, New City America, Inc. <br />January 5th 2007 <br /> <br />For its part, Marco Li Mandri and New City America personnel will provide the <br />following professional services to the Redevelopment Agency of the City of <br />Redwood City: <br /> <br />Enabling Ordinance: <br /> <br />1. Advise the Redevelopment Agency, City Manager and City Attorney <br />on the benefits of the creation of a new "Redwood City Community <br />Benefit District Ordinance". The function of the ordinance would be to <br />use the Charter City authority vested in the City of Redwood City to <br />create better enabling legislation as it relates to the creation of new <br />special benefit districts in Downtown Redwood City, as well as <br />throughout the City; <br /> <br />2. Use examples of similar ordinances adopted throughout the State, <br />which are consistent with Article XIII(d), or Proposition 218, in the state <br />constitution, and use these as models for the Redwood City ordinance; <br /> <br />3. Explain the merits of the new enabling ordinance to Redevelopment <br />staff, the City Manager's office, City Attorney, Mayor, City Council <br />members and others people or organizations as instructed by <br />Redevelopment Agency staff; <br /> <br />4. Finalize the enabling ordinance with the City Attorney and present to <br />the Redwood City City Council by May 2007. <br /> <br />2 <br />
