6.1 F <br /> Page 9 <br /> Such officers or representatives shall not enter any wark location without the <br /> prior consent of the City Manager or his or her designated representative. <br /> Prearrangement for routine contact may be made by agreement between the <br /> AssociaCion and the department head and when made shalt continue until <br /> revoked. <br /> Access shall be restricted so as not to interfere with the normal operations of <br /> the department or with established safety or security requirements. <br /> Solicitation of inembership and activities concerned with the internal <br /> management of the Association, such as cotlecting dues, holding membership <br /> meetings, campaigning for office, conducting elections ancf distributing <br /> literature shall not be conducted durin� working hours unless approved in <br /> advance by the City Manager or his or her designated representative. <br /> SECTION 4. CITY RIGHTS <br /> To insure that the City is able to carry oufi its constitutional, chartered and statutory <br /> functions and responsibilities, nothing contained herein shall be construed to require <br /> the City to meet and confer on matters which are solety a function of management, <br /> includin� the right to direct the work fprce; to select and determine the number antf <br /> types of employees requ9red; to determine the content of jala ctassifications; to hire, <br /> transfer, promote, suspend, discipline and discharge employees; to assign work ta <br /> emptoyees in accordance wfth the requirements of the City; to establish and change <br /> work schedules and assignments; to lay off employees for Iack of work; to expand or <br /> diminish services; to subcontract any work or operations; to determine and change <br /> methods of operations; to determine and change work lacations and the processes <br /> and materials to be emptoyed; to take all necessary actions to perform its functions in <br /> emergencies. <br /> SECTION 5. ASSOCIATI�N REPRESENTATIVES <br /> City emptoyees who are officiat representatives or unit representatives of the <br /> Association sha€l be given reasonable time off with pay to attend meetings with <br /> management representatives, or to be present at hearings where matters within the <br /> scope of representation or grievances are being considered. The use of official time <br /> for this purpose shall be reasonabte and shall not interfere with the performance of <br /> City services as determined by the City Personnel Officer. Such employee <br /> representatives shall submit a written request for excused absence to the Police <br /> Department Head or his or her designated representative with an information copy to <br /> the City Manager, at teast two (2) working days prior to the scheduled meeting <br /> whenever possibte. Except by mutuat agreement, the number of emptoyees excused <br /> for such purposes shall not exceed two (2). <br /> 5 <br />
