The cost estimate does not include any repair to the existing Colusa sandstone on <br /> the extedor of the building. Portions of the building, particularly on the west side, <br /> have a significant amount of stone that is cracking or spawiing. <br /> <br /> All work done on the exterior of the building will have to meet the requirements of <br /> the Secretary of the Interior's "Standards for the Treatment of Histodc Properties." <br /> <br />4. Demolition of the Fiscal Annex. The Fiscal Annex, completed in 1939, is also part <br /> of the National Register of Histodc Places. This means that certain guidelines will <br /> have to be followed during demolition. Most of the intedor doors, marble <br /> wainscotting, and other removable fixtures will be removed pdor to demolition. A <br /> photographic survey of all of the important artifacts will also be done. There is <br /> nothing in the demolition plan that is prohibitively expensive or requires special <br /> permits. <br /> <br /> The items removed from the building can either be kept in Redwood City to be used <br /> in other historic buildings, or sold to a salvage yard that sells historic building <br /> materials. <br /> <br />5. Material to be used on Exterior Renovation of Buildina. The existing matedal on the <br /> building and the material removed when the portico was demolished is Colusa <br /> sandstone. This material is not readily available, although for a price it can be <br /> removed from the quarry. As part of the "Basis of Design," two other types of <br /> material were investigated: (1) GFRC (Glass Fiber Reinforced Concrete) and (2) <br /> FRP (Fiber Reinforced Plastic). <br /> <br /> On October 15, 2002, Councilmembers Pierce, Howard, and Ruskin along with <br /> Brian Cooper, Architect with DES, and Joel Patterson took a tour of buildings in San <br /> Francisco where the FRP has been used to restore historic buildings. The age of <br /> buildings, as well as detailed ornamentation, was similar to the Historic Courthouse. <br /> The FRP was able to capture the texture, color, and feel of the Colusa sandstone. <br /> <br /> 'The pros and cons of each material can be found in Attachment "B" of this report. <br /> Pictures of restored buildings, and examples of the FRP material will be shown to <br /> the Council at the meeting. <br /> <br /> As can be noted by the attachment, the consultants, staff, and Council <br /> subcommittee are recommending that the FRP (Fiber Reinforced Plastic) be the <br /> material used in the restoration. The cost between GFRC and FRP are very similar, <br /> but the construction methods are different, which requires that the plans be done <br /> differently. It is for that reason that a decision must be made on the material before <br /> we move forward with the design. <br /> <br />6. Exterior liqhtinq of the buildinq. There are existing lights which light up the dome, <br /> but the annex building blocks most views from Broadway.
