a. Scheme "A' is similar to what now exists, except that new fixtures will be used, and their placement would be altered to be more dramatic. There would also be up-lights at the base of the building, adding to the effect. This lighting scheme is estimated to cost $95~000: - ' ,~ : .~ · _~ b. Scheme "B" is to provide color programmable light fixtures at the dome, and a console for their operation. During normal times, the lights would be white, but for special events, the. colored lights could be Programmed. This lighting scheme is estimated to cost $165,000. Examples of what the two schemes look like on other buildings can be found in Section 4 of the "Basis of Design." Examples will also be shown at the Council meeting. 7. Phase II - Architectural Fees. The estimate to create the construction documents by DES Architects & Engineers is $316,900 plus reimbursables (primarily printing and copying). This is considered a reasonable estimate for the work to be performed. As part of their contract, DES will also hire Kreysler & Associates to help with the FRP design. Construction documents ready for bid, should be available in April 2003. In approximately one month, the Council will be asked to hire a construction firm for "pre-construction" services. The company chosen for this work will be familiar with historic restorations, and will review the plans prepared by DES for constructability. The estimated fee for this service is $30,000. 8. Budqet. Attachment "C" has a breakdown of the "Construction Cost" estimate. The current estimate is $4,122,343. This is the construction cost only. Added to this cost are Architectural and Engineering fees, special inspections, soils report, and City project management. The estimate does include a 10% construction contingency. The cost estimate is based on using FRP as the exterior material, as recommended by the Council Subcommittee. However, if the Council wishes to include either lighting scheme or other options, the cost will go up accordingly. This cost estimate of $4,122,343 compares with the estimate of $3,752,722, which was presented to the City Council in April (estimate prepared 11/12/01). The estimate does not include any of the plaza work. In the near future, we will be coming back to the Council with a Professional Services Agreement for a consultant to provide design services for the plaza. 9. Discussions with San Mateo Countl/. Nearly all the discussions City staff have had with the County to date, revolve around the reconstruction of the building, and obtaining the existing construction documents. Discussions will start soon regarding the ultimate disposition of the building, and an agreement will be prepared for approval.
