IREPORT
From the ¢~ty Manager

November 18, 2002

Subject
Proposed Recycled Water Project

Recommendation
By motion, approve Task Order No. 4 to the professional consulting engineering services
agreement with Kennedy/Jenks Consultants

Background
On June 11, 2001 the City Council approved the agreement with Kennedy/Jenks
Consultants for the Water Recycling Feasibility Study for the Redwood Shores area.
Kennedy/Jenks was recommended from a field of four firms following a competitive, two-
phase selection process.

On January 28, 2002, the Council approved Task Order No. 1 which authorized staff and
Kennedy/Jenks to begin working directly with Caltrans, the San Mateo County
Transportation Authority and their design consultants to conduct a pre-design study of the
proposed Hwy. 101 bike path recycled water transmission line and develop a checklist of
all technical requirements, permits, constraints and potential costs associated with the
work. The work was completed within a very shod period established by Caltrans.

On February 4, 2002, the Council reviewed and accepted the Water Recycling Feasibility
Study for the Redwood Shores area from Kennedy/Jenks Consultants.

On February 25, 2002, the Council approved Task Order No. 2 to the professional
consulting engineering services agreement with Kennedy/Jenks Consultants. The Council
also approved the list of next steps for moving toward implementation of the Redwood
Shores Water Recycling Project, including a cost effectiveness study, project financing plan
and review of water rates and connection fees.

On March 11,2002, The Council approved Task Order No. 3, which included production of
design drawings and specifications for the recycled water transmission line located in the
Caltrans right-of-way. The bulk of the pre-bid work is now complete and Caltrans has
signed off on the Kennedy/Jenks design work. Sufficient hours and funds remain available
in this Task Order to complete oversight work if the City Council approves construction of
the transmission line.

On August 26, 2002 the City Council reviewed and accepted the final report - Water
Recycling Feasibility Study for Redwood City. The companion project financing plan with
analysis of water rates and connection fees has been reviewed and discussed by the City
Council Utilities Committee in three meetings over the past months. Staff has performed
their final review of these work products and the final report will be delivered this month.

lof2
