At this time our work
under Task Order No. 2 is essentially complete. The City Council is expected to deliberate and
make a final decision on whether to implement a specific recycled water project by the end of
March 2003 vs. the originally scheduled decision making target of August 2002.

This letter summarizes our discussions, and is a request for a new task order (Task Order No.
4) from the City to cover our recent and future additional work costs. The information presented
in this letter is based on work activity through October 25th 2002 and the likely future work needs
identified by you.

Extra Services Performed

Based on Task Order No, 2, Exhibit 'A" - Scope of Services, the following additional Work has
been performed as of October 25th 2002.

1.
