Mr. Peter Ingrain
City of Redwood City
4 November 2002
Page 2

3. Refined Market Assessment - The work required to accurately define the size of existing
and future recycled water demands in the Greater Bayfront area and Central Redwood City
required significantly more effort than originally planned. We conducted additional field
work, documentation review and meetings with the City's Planning Department, the Port of
Redwood City, Mr. Manny Rosas of your office, and Mr. John Whitcomb a water supply
consultant to the City, to determine the market size and timing for use in the feasibility study,
and to provide a nexus with your Water Use Forecast. Work related to this effort was
tracked under Task 3.1 - Refined Market Assessment.

4. Distribution Evaluation - The original scope included screening and development of up to
four system alternatives. Many more conceptual alternatives were screened and developed
with the City's than originally anticipated due to a number of factors including:

a. The timing complexities of the market demands, especially in the Greater Bayfront area
b. The impacts of mandatory or voluntary use concepts

c. Two versions Water Use Forecasts and the impacts of various levels of water
conservation (passive and active)

d. Investigation of"future flexibility" considerations important to the City Council Utilities
Committee

e. Satellite treatment concepts

The work performed included meetings with City staff, development of over 16 conceptual
alternati~)es, hydraulic modeling and alignment variations of 8 final alternatives and
additional sub-alternatives, and the development of four final alternatives and three sub-
alternatives in final report. Work associated with this task was tracked under Task 3.3 -
Distribution Evaluation,

5. Draft and Final Report- The original scope included one draft and final "Executive
Summary" type report. The City Utilities Committee requested the opportunity to review an
additional final draft of the executive summary, and their comments required additional work
be performed, prior to delivering the final report. Work under this task was tracked under
Task 3.8 - Draft and Final.Report.

6. Institutional & Implementation Support - Task 5 work was performed on an as-requested
basis, and was primarily related to attending un-scoped meetings and workshops,
coordinating discussions on interagency agreements and City ordinances, coordinating with
other City consultants (CEQANVater Use Forecasts/Legal etc.), preparing grant and loan
applications, supporting public outreach and education activities, and other undefined scope
items requested by the City during the progress of the work. Work under this task has been
tracked under Task 5.
