Water Quality Monitoring Memorandum - The City would like to develop the requirements for <br /> an annual, water quality monitoring program for the recycled water project. The monitoring <br /> program would include the water quality parameters identified in the water quality matrix. In <br /> addition, the City is interested in investigating the requirements for developing a sampling <br /> and testing program for currently unregulated contaminants that may exist in the recycled <br /> water supply in minute concentrations. These contaminants can include disinfection <br /> byproducts, pharmaceutically active residuals such as estrogenic compounds and cancer <br /> fighting drugs, and industrial chemicals and pesticides, some of which may be endocrine <br /> disrupting (hormone mimicking) compounds. A memorandum will be prepared that <br /> summarizes the current analytical capabilities and costs to test for these compounds in <br /> recycled water and will summarize available testing results from other recycled water <br /> projects. A budget of 80 labor hours is included for this work. <br /> <br />7. Desalination Supply Feasibility White Paper- The conceptual feasibility and cost of <br /> desalinating water from the San Francisco Bay as a sustainable potable water supply will be <br /> summarized in a brief memorandum, based on available information from other projects <br /> either constructed or being considered elsewhere in California. Regulatory requirements, <br /> water quality issues, treatment and site requirements and capital ant operating cost <br /> information will be included in the memorandum and a brief summary presentation to the <br /> City Council is included. A budget of 80 labor hours is included for this work. <br /> <br />8. Local Groundwater Supply Feasibility White Paper- The conceptual feasibility and cost of <br /> constructing wells and treatment facilities to use local groundwater as a sustainable potable <br /> water supply will be summarized in a brief memorandum, based on available information <br /> from the California Division of Water Resources and other available information provided by <br /> the City. David Keith Todd Ph.D., P.E. of Todd Engineers will lead this work and make a <br /> brief summary presentation to the City Council. A budget of 100 labor hours is included for <br /> this work. <br /> <br />9. Institutional and Implementation Support - The City may request support for public <br /> education and outreach, institutional agreements and use ordinances, environmental <br /> compliance, or other unidentified support services, if needed. A budget of 80 hours (-4 <br /> hours per week average) is included for this work. <br /> <br />Budget Recap <br /> <br />The status of the Recycled Water Program Support Services current contract budget under <br />Task Order No. 2 and proposed Task Order No. 4 is summarized in Table 1. Refer to the <br />enclosed spreadsheet for a detailed breakdown of the Labor and Fee Estimate for the proposed <br />budget for additional services from November 2002 through April 2003 under Task Order No. 4. <br />A Summary of the Original Agreement and Task Orders No. 1 - 4 is included in Table 2. <br /> <br /> <br />
