<br />INFRASTRUCTURE from page 1 <br /> <br />10A <br />Page 9 <br /> <br />. 8 . . . . ~ . . . . 0 . . . . . . . . ~ . . . . . . . . . . . . . . · · ~ · · <br /> <br />The League policy committees and the <br />League Infrastructure TaskForce met during the <br />past month to review the bonds and develop the <br />principles, along with specific proposals on bond <br />implementation. The goal in setting the principles <br />is to ensure fair and effective implementation of <br />the 2006 infrastructure bonds. consistent with the <br />needs of California cities. <br /> <br />Among the overall guiding principles are: <br /> <br />. Establish allocation schedules and criteria <br />for the release of funds to enable local govern- <br />ments to plan effectively <br /> <br />. Leverage state investments wherever <br />possible by seeking to attract the investment of <br />additional private and public funds <br /> <br />. The desired policy outcomes and selection <br />criteria for each category of investment should be <br />clearly identified. <br /> <br />. Efficient coordination of various funding <br />pots is desired, where feasible, but shall not be <br />pursued to the point where local eligibility to <br />compete for a specific allocation is conditioned <br />upon eligibility from another funding source. <br /> <br />. Maximize existing investments in state and <br />local infrastructure and reinforce compact land <br />development patterns, revitalizing urban cores, <br />transit-oriented development and the preservation <br />of open space and farmlands, through allocation <br />criteria that supports the broad policies advanced <br />by the League's Smart Growth Principles. The <br />application process should not eliminate or reduce <br />the ability of small cities to compete for available <br />funds <br /> <br />. Keep the intent of the voters, with neces- <br />sary oversight and accountability. Funds should <br />be allocated in a cost-efficient manner to maxi- <br />mize public investments, through streamlined <br />application processes. The allocation of bond <br />funds should not be an opportunity to attach <br />additional sanctions, conditions and criteria that go <br />beyond the concepts approved by the voters. <br /> <br />F or a copy of the implementation recommen- <br />dations, the guiding principles and a full break- <br />down on each individual bond measure, visit <br />www.cacities. 0 ra/infrastructu re. <br /> <br />Legislation related to the implementation of <br />various provisions of the infrastructure bonds is <br />still being introduced. The League will be active on <br />these issues throughout the year and city officials <br />are encouraged to share their infrastructure <br />concerns and needs with their legislators.
