Caballero spent approximately an hour <br />with the group, discussing her views on housing, <br />water supply and improving the relationship <br />between local government and the state. <br /> <br />As chair of the Assembly Local Government <br />Committee this year, Caballero is especially <br />focused on housing issues, particularly affordable <br />housing. She emphasized the importance of <br />providing cities and counties with the means to <br />carry out mandated programs and encouraged <br />compliance with housing element law. <br /> <br />"We need incentives for those cities that are <br />building [affordable housing]," Caballero said. <br />"When you simply mandate something, it doesn't <br />work. Let's create incentives for cities and coun- <br />ties that do what the state prioritizes." <br /> <br />One of the obstacles Caballero has observed <br />is a lack of information-sharing between local <br />governments and the state. The <br />assembly member stressed that those cities that <br />are out-of-compliance with housing element law <br />need to be open about it, so that something can <br />be done to assist them. <br /> <br />"We are all Californians and we need to make <br />California an economically viable place to live," <br />Caballero added. "We know one size doesn't fit <br />all with affordable housing and density, but if cities <br />haven't [complied with housing element law], we <br />need to know why." <br /> <br />PAGE 4 .
