<br />9A <br />Page 4 <br /> <br />ATTACHMENT 1 <br /> <br />Formation of an Urban Forestry Board or Tree Advisory Committee <br /> <br />A pilot Urban Forestry Board (UFB) or Tree Advisory Committee (TAC) would be <br />formed with an initial 18 month appointment and assignment. To accomplish the <br />recommendations of the task force, it is proposed that the UFB or T AC be <br />initiated soon and begin working with staff to implement the recommendations. <br /> <br />The role of the board or committee would be a working group tasked with <br />supporting staff and Council in the following types of activities: <br />a. formulation of the urban forestry program policies and goals / <br />management plan <br />b. formulation of the urban forest master plan <br />c. formulation of revisions to urban forestry ordinances - updates and <br />enhancements to the street tree and tree preservation ordinances <br />d. formulation of practices such as code enforcement <br />e. formulation of the partnerships and public education program <br />f. serve as an appeals body for tree preservation and street tree permit <br />appeals <br />g. serve as an appeals body for tree ordinance violation or administration <br />citation appeals <br /> <br />The composition would consist of 5 members all serving the 18 month <br />appointment. <br />i. A chair would be selected or appointed. <br />ii. At least one of the members would be an arboricultural or horticultural <br />professional, with a maximum of two. <br />iii. Members would have to live or work in Redwood City. <br />iv. Members would have to commit to an attendance standard. <br />v. A voting mechanism would be established for making decisions. <br />vi. Meetings could be scheduled on a regular frequency and as needed for <br />work in progress and appeals as they may occur. <br />vii. Staff will support with technical information and bring outside consultants <br />and resources as determined beneficial. <br />viii. Staff support would provide action minutes to City Council. <br />ix. Interested community members would apply for the committee and be <br />appointed by Council. <br /> <br />Council would furnish the committee the initial task items to address. <br />
