<br />9A <br />Page 10 <br /> <br />Trees Prohibited, should be rescinded, removing the "banned" tree list from the <br />Ordinance. <br /> <br />11. Plant all existing vacant tree sites giving the resident a choice from a Master Tree list. <br />Staff will be able to implement this in conjunction with existing street tree planting <br />activities. Trees will still be designated for streets to provide some balance for <br />diversity, and for property owners that would like a different tree, choices will be <br />offered from the Master Tree List. <br /> <br />12. Establish a Tree Advisory Committee. A pilot Tree Advisory Committee (TAC) or <br />urban Forestry Board could be formed with an initial 18-month appointment. <br />Proposed responsibilities, duties, rules, and membership composition are found on <br />attachment 1. The initial set appointment term will allow for evaluation of how the <br />working group is meeting the goals and objectives of Council. If found to be working <br />as desired, the pilot group could become a regular appointed body. If there are <br />components to change, the 18-month period would allow for either re-thinking or re- <br />structuring. <br /> <br />17. Establish a list of "work verified" tree companies. Staff will formulate the list of <br />voluntary provisions a tree company can agree to in order to be placed on this list. <br />The proposed items are included in attachment 2. The offer will be sent to all known <br />tree companies from permit applications and yellow page advertising. Additional <br />outreach will be made to landscape maintenance and gardening firms. <br /> <br />19. Expand the sidewalk cost share program. The current cost shared program does include <br />the repair of curb and gutter that is found defective. To meet this recommendation, staff will <br />increase the promotion of the cost shared program to address the curb and gutter drainage <br />situations the task force referred to within the existing Capital Improvement Program budget <br />allocation. <br /> <br />The recommendations that may require longer term considerations, additional staff, <br />budget resources, or more time to create an effective program or effort as recommended <br />are: <br /> <br />2. Develop specific and measurable long-term and short-term goals for our urban forest. <br />Staff recommends including the proposed Tree Advisory Committee (TAC) in the <br />development of short and long term goals. <br /> <br />3. Inventory and monitor the health of Landmark Trees. The Tree Preservation <br />Ordinance needs updating to designate trees as Landmark. The incentive to <br />encourage property owners to request their trees be designated as Landmark trees <br />needs to be discussed and created. <br /> <br />4. Develop and approve an Urban Forest Master Plan as the overall source document <br />for all activities related to all trees in the city.
