(e) Changes or alterations have been required in, or incorporated into the proposed Specific Plan (hereinafter in this Resolution sometimes referred to as the "proj ect") which mitigate or avoid the significant environmental effects of the Project as follows (page references are to the draft EIR unless otherwise indicated.): (1) Air quality impacts associated with the Project shall be mitigated and reduced to an acceptable level by using dust control measures during construction.
