Council Member Ira stated, historically, that the City has participated with other cities <br />in the International City Managers Association (ICMA) program to benchmark city <br />services with other cities, determine both weaknesses and strengths, compare to <br />industry, and the survey is required as part of the program. <br /> <br />Consultants from Godbe Research & Analysis presented the survey results utilizing a <br />PowerPoint presentation and overviewed various sections. <br /> <br />Questions from Council concerned streets and sidewalks, contact with City employees, <br />and Parks and Recreation Services. <br /> <br />Public Comment: <br /> <br />Rudy Luca stated his dissatisfaction with previous complaints he has expressed. He <br />further stated there are many other areas in need. <br /> <br />Council comments included the possibility of collaborating with the Housing and <br />Human Concerns Committee to do some broad exploration to assess the actual <br />community needs. Youth and education collaboration with school districts and traffic <br />on the regional level are being addressed by the Council, with housing needs yet to be <br />specifically defined. <br /> <br />Council consensus was for a report that defines the needs and transmittal of the report <br />to the Housing and Human Concerns Committee. <br /> <br />Recess: 8:45- 8:55 p. m. <br /> <br />10. STAFF REPORTS <br /> <br />A. Policy Statement on Creating Successful Public Spaces; (204) <br /> <br />Community Development Services Director Liedstrand explained the presentation and <br />exercise on good places that Fred Kent brought to the City on July 11. A City place making <br />team is now beginning to explore implementation of some of the ideas generated from the <br />Fred Kent process. He stated that some important elements needing attention is focusing on <br />people, how people use public space and what they need to feel comfortable. Focus on the <br />streetscape or design of the space rather than just the architecture is necessary. Several <br />examples comparing the shill in thinking and designing the streetscape were shown.
