Proposed height conflicts with the Historic Resources Element of the General Plan and the Historic Preservation Ordinance. Buildings, when adjacent to historic buildings, should respect the existing height of the historic building (9, 10, FC 4}. Staff agrees with these comments. The current General Plan and Historic Ordinance require new buildings to k>e the same height as the adjoining historic structure. The Draft DPP allows buildings ranging from three to twelve stories in height whether next to an historic structure or not. The maximum allowable heights of buildings which are adjacent to historic structures should be evaluated ors a case by case basis to better respond to the mass and scale of the historic buildings. Staff will prepare a new section in the Draft Downtown Precise Plan that will address the appropriate height of buildings adjacent to historic structures, and also describe the necessary process for demolition and/or development of new buildings on parcels with existing historic structures. Also staff will add maps and graphics describing the historic status of arcels. Amend Precise Plan. Add Section 2.2.7 (Relation to Historic Resources) with appropriate maps and exhibits to address process and appropriate building height adjacent to historic structures. Amend Precise Plan to aid Section 2.2.7 which addresses height relationships related to historic structures. Amend maps and exhibits to correspond to text.
