7A <br />Page 2 <br />result of this work is embodied in the Draff Downtown Precise Plan, prepared by Freedman <br />Tung & Bottomley under the close direction of Cify staff. The draft Plan was made <br />accessible for public review and comment beginning in the fall of 2006. The document has <br />gone through severs! revisions based on public input and Planning Commission <br />comments, and is now ready for City Council review and action. The result of all this work <br />is a high quality planning document that wil! guide and promote exceptional quality <br />development in the downtown. <br />A summary of the history, background, and issues of the Plan and its accompanying Final <br />Environmental impact Report (EIR) are all described in the City Council staff report dated <br />Feb. 5, 2007 and the Planning Commission staff report dated Feb. 6, 2007, including <br />attachments. Please refer to those documents for more information (Attachments E & F). <br />The Draft EIR and Final EIR were sent to the City Council under separate cover. Minutes <br />of these meetings are available in the City Clerk's Office, and all documents are available <br />on the City's web site at www.redwaodcity.org under "hot topics". <br />In order to clarify the recommended changes to the draft Plan and fink #hem to the <br />appropriate public hearing comments, staff has prepared two attachments: <br />Attachment G, "Issue Matrix:" The issue Matrix summarizes the issues heard <br />at the various public hearings, describes staff's evaluation, outlines staff <br />recommendation to the Planning Commission and then describes the Planning <br />Commission's recommendation to the City Council. The attachment also cross- <br />references the issue to the specific comment documented in the Final EIR. <br />• A#tachment H, "Text and Exhibit Revisions to Downtown Precise Plan:" This <br />document lists all the specific text changes, exhibit and map revisions that both <br />staff and the Planning Commission are recommending at this time. <br />Planning Commission Action: At its meeting on February 6, the Planning Commission <br />certified the Final EIR, recommended amendments to the General Plan (land use and text}, <br />recommended an amendment to the Zoning Map, and recommended approval of the Plan <br />with some minor revisions. One important key recommendation made by the Planning <br />Commission is the selection of an appropriate Maximum Allowable Development build-out <br />standard for the downtown as described in Attachment 1, Potential Development <br />Increments in the Downtown. Staff and the Planning Commission are both recommending <br />approval of the "Moderate Intensity Project" build-out standard coupled with maximum <br />building heights per the draft Plan. This alternative has been found to be the more <br />environmentally responsible choice based on the EIR review of alternatives and is also <br />found to meet the objectives of the Plan. Development will be tracked in the downtown <br />and once build-out reaches 80% of any aspect of this standard, a review of the outcomes <br />will be triggered, and the City Council can determine if standards should be revised or <br />updated. <br />Environmental Impact Report: On February 6 the Planning Commission certified the Final <br />Environmental Impact Report (EIR). By certifying the Final EIR, the Planning Commission <br />made the findings that the Final EIR conformed to the California Environmental Quality Act, <br />the Planning Commission considered all the information in the Final EIR, and the <br />
