7A <br />Page 3 <br />document reflects the lead agency's independent judgment and analysis. <br />The EIR concluded that all the environmental impacts could be mitigated to less-than <br />significant levels except for transportation and circulation, and long-term air emissions. <br />It is important to note that the Final EI R also included some important findings. They were: <br />The Downtown Precise Plan places priority on pedestrian safety, convenience, and <br />enjoyment over the automobile. <br />In general, the "Moderate Intensity" alternative is environmentally superior to other <br />alternatives. <br />The Downtown Precise Plan would benefit regional housing needs and provide <br />housing opportunities for those who work in Redwood City. This would result in <br />fewer trips, thereby reducing regional auto emissions and travel time. <br />The property owner of 601 Brewster Avenue appealed the certification of the Final EIR, <br />and the City Council considered the appeal on February 26. The City Council unanimously <br />denied the appeal, made findings, and by so doing upheld the certification of the Final EIR. <br />Alternatives <br />• Deny the Downtown Precise Pian by not approving the above entitlements. <br />Continue the public hearing and ask staff to further revise the draft Plan and <br />schedule it for additional review and discussion at a future meeting. <br />Fiscal Impact <br />It is difficult to project the fiscal impact of the Plan. A revitalized Downtown will certainly <br />attract more development. There will be more residential development in the downtown <br />with accompanying services and uses. This will result in more property tax revenue but <br />could also increase the need for city services. City service costs are monitored through the <br />budget review process. Special service levels associated with downtown will be further <br />assessed by the staff Downtown Management Team.
