7A <br />Page 24 <br />cross during "walk" phases and due to higher vehicle speeds through the <br />intersection. Mitigation measure 9-5 is infeasible because it would be <br />inconsistent with City intentions for this intersection to be pedestrian-oriented <br />given its location in the Downtown core. Furthermore, mitigation measure 9-5 is <br />incompatible with the existing and proposed City policies that seek to preserve <br />and enhance the Downtown pedestrian environment by ensuring pedestrian <br />safety, comfort, and convenience. Adoption of this proposed mitigation measure <br />would be inconsistent with existing and proposed City policies giving priority to <br />the Downtovr~n pedestrian environment (see Section 9.1.1 of this FEIR chapter). <br />The City Council of the City of Redwood City chooses to avoid this mitigation <br />option in the interest of protecting the pedestrian environment. This impact is <br />overridden by project benefits as set forth in the statement of overriding <br />considerations and in the pedestrian priority objectives set forth in section 9.1.1 <br />of this FEIR chapter. <br />Impact 9-6: Impacts on !!S 101 Freeway Segments--Maximum <br />Intensity Precise Plan Alternative. Traffic generated by the proposed Maximum <br />Intensity alternative is expected to result in the following freeway segment <br />operational effects: <br />• southbound US 101 (mixed flow) lanes between Woodside Road and <br />Marsh Road {AM}--a VIC ratio change from 0.95 to 1.21 (an increase in <br />volume exceeding segment capacity); and <br />• southbound US 101 (mixed flow) lanes between Whipple Avenue and <br />Woodside Road (PM}--a VJC ratio change from 1.14 to 1.19 {an increase <br />of mare than one percent in a freeway segment already exceeding its <br />capacity). <br />These freeway segment effecfis would represent a significant impact. <br />Mitigation 9-6. Mitigation of these effects to aless-than-significant level <br />would require construction of an additional mixed flow lane on US 101. This <br />widening is not deemed feasible by the City due to right-of-way constraints and <br />cost. Therefore, the impact is expected to remain significant and unavoida~ie. <br />Findings: The changes or alterations proposed by mitigation measure 9- <br />6are within the responsibility and jurisdiction of Caltrans and not the City of <br />Redwood City. Caltrans can and should adopt proposed mitigation measure 9-6. <br />Impact 9-7: Impact on Middlefield RoadfJefferson Avenue <br />Intersection--Moderate Intensity Precise Plan Alternative. During the PM <br />peak hour, the addition of Moderate Intensity project traffic would reduce the <br />level of service to LOS E and increase average delay by more than five (5) <br />seconds at the intersection of Middlefield Road/Jefferson Avenue.
