Restripe the southbound approach of Middlefield Road
to onethrough lane and one right-turn lane, and prohibit southbound left turns.
These changes would result in an acceptable LOS D underthe Moderate
Intensity alternative, thereby reducing the project`s impact to a less-fhan-
significantlevel.
or
Mitigation 9-7(b}. Implement Mitigation 9-7(a), above, plus restripe
northbound Middlefield Road to two (2) left-turn Panes and one shared
through/right-turn lane. These changes would result in an acceptable LOS D
under the Moderate Intensity alternative, fihereby reducing the project impact to a
less-than-significant level.
or
Mitigation 9-7(c). Restripe the southbound Middlefield Road approach to
a shared left-through lane and one right-turn lane; restripe northbound
Middlefield Road to one left-turn lane, one shared left-through lane, and one
right-turn lane; and implemen# a split phase signal operation for northbound and
southbound Middlefield Road. These changes would result in an acceptable LOS
D under the Moderate Intensity alternative, thereby reducing the project impacts
to aless-than-significant level.
or
Because either the diversion of traffic to pedestrian corridors on Broadway
and Middlefield resulting from prohibiting southbound left turns (Mitigations 9-7
~a or rt;" or the im act an -~destrian si nai se uencin Wiin s -Iii base si nai
! 1 1 11~ p N- g g g r, P p 9
operation (Mitigation 9-7(cJ), may potentially degrade the Downtown pedestrian
environment and decrease pedestrian safety, comfort, and convenience; and be
inconsistent with existing and proposed City policies giving priority to the
Downtown pedestrian environment {see section 9.1.1 of this chapter); the City
may choose to avoid the three intersection modification options identified above
in the interest of protecting the pedestrian environment. This choice would result
in a significant unavoidable impact under current CEQA and City criteria far
"Intersection Impacts."
Findings: The City Council of the City of Redwood City finds this impact
to be significant and unavoidable. Mitigation measures 9-7(a), 9-7{b), and 9-7{c)
are infeasible because these mitigation measures may potentially degrade the
Downtown pedestrian environment and decrease pedestrian safety, comfort, and
convenience. Adoption of these proposed mitigation measures would be
inconsistent with existing and proposed City policies giving priority to the
Downtown pedestrian environment (see Section 9.1.1 of this FEIR chapter).
