7A <br />Page 30 <br />Mitigation 9-14. The addition of a second eastbound left-turn lane on <br />Woodside Road {SR 84) would reduce the overall intersection delay without the <br />projecf during the PM peak hour, but the delay without the project would remain <br />significant in the P.M peak hour. With the addition of the second eastbound left- <br />turn lane, the intersection would still operate at LOS F in both the AM and PM <br />peak hours with the project. In addition, any improvement to Woodside Road (SR <br />84) would require Caltrans approval. Caltrans approval for this mitigation is not <br />assured. For these <br />reasons, this"impact is considered to be significan# and unavoidable. <br />Findings: The changes or alterations proposed by mitigation measure 9- <br />14 are within the responsibility and jurisdiction of Caltrans and not the City of <br />Redwood City. Caltrans can and should adopt proposed mitigation measure 9- <br />14. <br />Impact 9-15: Project Contribution to Cumulative Impacts at the <br />Middlefield Roadf Jefferson Avenue intersection. During the PM peak hour, <br />project traffic would reduce level of service and increase average delay by five <br />(5) seconds or more at the intersection of Middlefield Road/Jefferson Avenue, <br />which would already be operating at LOS F. This effect would represent a <br />signihcanf impact. <br />Mitigation 9-15{a). Restripe the southbound approach of Middlefield Road <br />to one through lane and one right-turn lane, and prohibit southbound left turns. <br />These changes would result in LOS E operations during the PM peak hour, <br />thereby reducing the project's impact to a less-fhan-significanf level. <br />or <br />Mitigation ~-'I~(b). implement Mitigation 9-95(a) plus restripe northbound <br />Middlefield Road to two (2) left-turn lanes and one shared through/right-turn lane. <br />These changes would result in LOS E during the PM peak hour, thereby reducing <br />the project's impact to aless-than-significant level. <br />or <br />Mitigation 9-15(c). Restripe the southbound Middlefield Road approach to <br />a shared (eft-through lane and one right-turn lane; restripe northbound <br />Middlefield Road to one 4eft-turn lane, one shared 4eft-through lane, and one <br />right-turn lane; and implement a split phase signal operation for northbound and <br />southbound Middlefield Road.
