7A <br />Page 35 <br />occur, thereby increasing delay for pedestrians and negatively impacting <br />pedestrian convenience and safety; (b) Mitigation 9-20(b) would require the <br />elimination of curb-parking spaces and would preclude future pedestrian <br />enhancements such as corner bulbouts that would reduce pedestrian exposure <br />to traffic; and {c) these effects would be inconsistent with City policies giving <br />priority to the Downtown pedestrian environment (see section 9.1.1 of this <br />chapter); the City may choose #o avoid the two mitigation options identified above <br />in the interest of protecting the pedestrian environment. This choice would result <br />in a signi°fic~nf unavoidable impact under current CEQA and City criteria for <br />"Intersection Impacts." <br />Findings: The City Council of the City of Redwood City finds this impact <br />to be significant and unavoidable. Mitigation measure 9-20(a} is infeasible <br />because this mitigation measure would result in pedestrians on each side of <br />Brewster receiving a walk signal to cross Veterans Boulevard at separate times <br />during the signal cycle, instead of the overlapping walk signal phases that now <br />occur, thereby increasing delay for pedestrians and negatively impacting <br />pedestrian convenience and safety. Mitigation measure 9-20(b) is infeasible <br />because it would require the elimination of curb-parking spaces and would <br />preclude future pedestrian enhancements such as corner bulbouts that would <br />reduce pedestrian exposure to traffic. Adoption of either mitigation option would <br />be inconsistent with existing and proposed City policies giving priority to the <br />Downtown pedestrian environment (see Section 9.1.1 of this FEIR chapter). The <br />City Council of the City of Redwood City chooses to avoid the intersection <br />modifications proposed by these mitigation measure in the interest of protecting <br />the pedestrian environment by ensuring pedestrian safety, comfort and <br />convenience. This impact is overridden by project benefits as set forth in the <br />statement of overriding considerations and in the Pedestrian Priority Objectives <br />set forth in section 9.1.1 of this FEIR chapter. <br />Impact 9-21: Project Contribution to Cumulative Impacts at the <br />Veterans Boulevard/Woodside Road Intersection. In the PM peak hour, <br />project traffic would increase average delay by five (5) seconds or more at this <br />intersection, which already would be operating at LOS F. This effect would <br />represent a significant i.~spact (see criteria for "{ntersection Impacts," in <br />subsection 9.4.1, "Significance Criteria," above.) <br />Mitigation 9-21. Right-of-way constraints due to the adjacent US 101 on- <br />and off-ramps <br />preclude any feasible mitigation. Therefore, the project contribution to this <br />cumulative impact represents a significant unavoidable impact <br />Findings: There are no feasible changes or alterations that can be <br />proposed by mitigation measure 9-21 because the location of the southbound <br />101 on-ramp and off-ramps preclude any possible mitigation options.
