7A <br />Page 40 <br />Impact 10-4: Emergency Response and Evacua#ion Impacts- <br />Moderate Intensity Precise Plan Alternative. Traffic from potential <br />development under the Moderate Intensity alternative would create additional <br />traffic congestion on Ioca1 roads, possibly delaying emergency response and <br />limiting the RCPD's ability to evacuate the Precise Plan area safely during an <br />emergency or major disaster. <br />These possible project effects on emergency response and evacuation in <br />the Precise Plan area represent apotential/y significant impact (see criterion 2 <br />in subsection~10.4.3, "Significance Criteria," above). <br />Mitigation 10-4. Implement mitigation measures identified in chapter 9 <br />(Transportation and Circulation) of this EIR to reduce project-related traffic <br />impacts on local roads to less-than-significant levels. in addition, require City <br />review and approval of proposed emergency access provisions prior to approval <br />of individual development projects in the Precise Plan area. Require individual <br />projects to comply with all applicable City of Redwood City road design and <br />emergency access standards. The City may consider other alternatives to these <br />requirements if it determines that such alternatives are feasible and such access <br />will not jeopardize emergency response. Implementation of these measures <br />would reduce impacts on emergency access and response to a less-than- <br />significant Ieve1. <br />Finding: The City Council of the City of Redwood City finds this impact to <br />be significant and unavoidable. Mitigation measure 10-4 is infeasible because <br />this mitigation measure may potentially degrade the Downtown pedestrian <br />environment and decrease pedestrian safety, comfort, and convenience. <br />Adoption of this proposed mitigation measure would be inconsistent with existing <br />and proposed City policies giving priority to the Downtown pedestrian <br />environment (see Section 9.1.1 of this FEIR chapter). The City Council of the <br />City ot" Redwood City chooses to avoid this mitigation option in the interest of <br />protecting the pedestrian environment. This impact is overridden by project <br />benefits as set forth in the statement of overriding considerations and in the <br />pedestrian priority objectives set froth in section 9.1.1 of this FEIR chapter. <br />C. Emergency Access and Response Impacts <br />Impact 10-5: Emergency Access and Response Impacts--Maximum <br />Intensity Precise Plan Alternative. Traffic from potential development under the <br />Maximum Intensity alternative would create additional traffic congestion on local <br />roads, possibly interfering with emergency access and response by the RCFD. <br />These possible project effects on emergency access and in the Precise Plan <br />area represent a potentially significant impact. <br />Mitigation 10-5.
