In addition, require City
review and approval of proposed emergency access provisions prior to approval
of individual development projects in the Precise Pfan area. Require individual
projects to comply with all applicable City of Redwood Ci#y road design and
emergency access standards. The City may consider other alternatives to these
requirements if it determines that such alternatives are feasible and such access
will not jeopardize emergency response. Implementation of these measures
would reduce impacts on emergency access and response to a less-than-
significant level.
Finding: The City Council of the City of Redwood City finds this impact to
be significant and unavoidable. Mitigation measure 10-5 is infeasible because
this mitigation measure may potentially degrade the Downtown pedestrian
environment and decrease pedestrian safety, comfort, and convenience.
Adoption of this proposed mitigation measure would be inconsistent with existing
and proposed City policies giving priority to the Downtown pedestrian
environment (see Section 9.1.1 of this FEIR chapter). The City Council of the
City of Redwood City chooses to avoid this mitigation option in the interest of
protecting the pedestrian environment. This impact is overridden by project
benefits as set forth in the statement of overriding considerations and in the
pedestrian priority objectives set froth in section 9.1.1 of this FEIR chapter.
Impact 10-6: Emergency Access and Response Impacts--Moderate
Intensity Precise Plan Alternative. Traffic from potential development under the
Moderate Intensity alternative would create additional traffic congestion on local
roads, possibly interfering with emergency access and response by the RCFD.
These possible project effects on emergency access and in the Precise Plan
area represent a pofentialiy significant impact.
iviiiigation 1u-n"". implement mitigation measures identified in chapter y
(Transportation and Circulation) of this EIR to reduce project-related traffic
impacts on local roads to less-than-significant levels.
