8A <br />Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 26, 2007 <br />Subject <br />Resolution amending the City of Redwood City's Classification Plan and fiscal year <br />2006/07 budget. <br />Recommendation <br />Approve by resolution amendments to the City's Classification Plan and approve resulting <br />budget appropriation. <br />Background <br />Due to the dynamic nature of providing services to the community and serving the <br />organization, positions often evolve and advance beyond the origins! classification and/or <br />scope. When this occurs, the Human Resources Department performs a classification <br />analysis to determine the appropriateness of reclassifying positions. This process has led <br />to staff recommendations that were presented to and approved by the personnel sub- <br />committee in February. These recommendations are being presented to Council tonight for <br />consideration. <br />1. New Classification <br />1. Current: Assistant to the City Manager Proposed: Deputy Ci#y Manager <br />The current classification of Assistant to the City Manager is intended to function in an <br />administrative capacity within the City Manager's Office. Over the past six years, the <br />position has evolved to address the changing operational needs of the City Manager's <br />office. <br />A review of the position revealed that the job functions performed by the current <br />incumbent are principally outside the scope and class characteristics of the current <br />classification. Specifically, the incumbent now serves as the Department Head and <br />supervises the office staff. Additionally, community building efforts, such as PACT and <br />Community Builders, have broadened the scope and involvement of the City Manager's <br />Office, which has resulted in a direct impact to this position. These duties are not <br />enumerated in the Assistant to the City Manager job classification. <br />Based on the analysis, it was determined that it would be more appropriate to create a <br />new classification that would more fully describe the scope of duties performed by the <br />current incumbent. <br />
