8A <br />Page 2 <br />Human Resources worked very closely with the City Manager's office and the <br />personnel sub-committee in creating the new classification to ensure that it meets <br />foreseeable needs of the organization. A job description of the Deputy City Manager <br />classification is provided for informational purposes (see Attachment 1.} <br />As part of the study, a classification and salary survey of other Bay Area cities was <br />conducted. The research revealed that positions that performed similar duties are <br />either classified as Assistant City Manager or Deputy City Manager. Some cities have <br />department heads reporting to the Assistant City Manager. As this is not the case in <br />Redwood City, it was determined that the Deputy City Manager would be the <br />appropriate classification. Attachment 2 contains a list of similar classifications by City. <br />The comparison survey and internal analysis provided the basis for the proposed salary <br />range of $12,665 to $14,059 per month. The proposed salary is aligned with the <br />Library, Human Resources, and Parks, Recreation and Comm~!nity Ser`~ices Directors. <br />The Ci#y Manager will continue to appoint an acting Assistant City Manager on an <br />annual basis. The acting appointment is rotated through the City's department head <br />team. The assignment gives the department head a broader view of community and <br />organizational issues facing the city. <br />2. Contract Conversion in the Police Department <br />1. Current: Managerial/Professional Level I Proposed: Management Analyst I/!I <br />Fundraising support for the Police Activities League (PAL) has been assigned to a <br />contract employee for the past seven years. During tha# time, the program has grown <br />significantly, resulting in the contractor increasingly assuming responsibilities for the <br />overall administration of PAL, including administration of the various programs and <br />overseeing the staff, volunteers, and facility operations. <br />The Police Department has requested that the contract position be converted to a <br />regular full-time position in the existing classification of Management Analyst I/!I. The <br />conversion would allow the department to continue to support the needs of PAL, retain <br />competent staff, and address other staffing needs. The position will continue to serve <br />in a fundraising and administrative oversight capacity, perform additional analytical and <br />management tasks, and provide support to PAL, which is a private non-profit agency. <br />A job description of the Management Analyst f/ll classification is provided for <br />informational purposes (See attachment 3.) <br />Alternatives <br />The council could take no action and advise staff to maintain the status quo. Council could <br />also advise staff to conduct further research and come up with another recommendation. <br />
