6.2C <br />Page 1 <br />REPORT <br />To the Honorable Mayor and City Council; <br />From the City Manager) <br />March 26, 2007 <br />Subject <br />Final Acceptance - 2004/05 and 2005/06 Asphalt Rubber Chip Seal Projects <br />recommendation <br />By motion, accept the 2004/05 and the 2005J06 Asphalt Rubber Chip Seal Projects, <br />and authorize the release of payment bond and retention. <br />Background <br />The asphalt rubber chip seal is the first step in a two-part resurfacing treatment. The <br />second step consists of a slurry seal application over the asphalt rubber chip seal. In <br />combination, the two part process constitutes an Asphalt Rubber Cape Seal, which has <br />been successfully used over the last several years as acost-effective preventive <br />maintenance treatment for local residential street surfaces. <br />As part of the City's an-going Roadway Management Program, approximately 225,000 <br />square yards of roadway were resurfaced with Asphalt Rubber Chip Seal, (89,000 <br />square yards in 2005, and 115,390 square yards in 2006}. <br />On August 22, 2005, the City Council awarded the construction contract for 2004/05 <br />A.spha!t Rubber Chip Sea! Project to ~Nestern States Surfacing, Inc. of Modesto, <br />California, for their low bid of $315,490.28. <br />On July 10, 2006, the City Council awarded the construction contract for 2005/06 <br />Asphalt Rubber Chip Seal Project to the same contractor, for their low bid of <br />$486, 941.95. <br />Accep#ance of the 2004/05 project was delayed due to concern aver the quality and <br />durability of the praduct resulting from the use of non-conforming aggregate. At this <br />time, staff recommends acceptance of the project as the product has been in place for <br />over one year and does not show signs of failure. As well, this praduct will remain <br />under warranty far an additional year (standard} after acceptance. Staff will continue to <br />monitor the condition of the surface during this period. The 2005/06 project was <br />completed in conformance wi#h the specifications and to the satisfaction of Engineering <br />& Construction Services.
