Proposal to the City of Redwood City for Peninsula Park Studies <br />January 23, 2007 <br />Page 7 <br />Estimate the existing demand for child care from the existing adjacent residential develop- <br />ment as well as from potential future residential development in the project vicinity. <br />Estimate the demand for child care generated by hotel employees by conducting a brief survey of <br />workers employed by existing hotels in Redwood City to estimate their current demand for child <br />care, child care arrangements, and use of child care facilities near their places of work. The survey <br />population would be workers at the existing Sofitel and Marriott hotels in Redwood City. We <br />would rely on the City of Redwood City to help us obtain cooperation from the existing hotel opera- <br />tors. (Such help would include, for example, contacting the operators to obtain permission to sur- <br />vey the employees and signing a cover letter to accompany the survey.) <br />Compare the projected demand for child care from the project, existing residential develop- <br />ment, and potential future development to the supply of child care spaces in Redwood City. <br />We recognize that the demand for child care varies not only with the number of children and the <br />employment status of the parents, but also with household incomes and cultural orientation. <br />Some households may prefer -and be able to afford -private child care arrangements that do not <br />register on indices of demand for child care. At the City's option, M&A could undertake a second <br />survey to refine our estimates of the demand for child care services that would be associated with <br />the proposed project. Such a survey would be conducted at licensed child care locations (to identify <br />the characteristics of households who use the service) or at similar housing developments within a <br />specified radius of the project (to identify the child care needs of households in those develop- <br />ments). A survey option is not included in our budget, but we would be happy to discuss it with <br />you if you are interested. <br />Task 5b. Strategies for Responding to the Project's Demand for Child Care Services <br />Once we have estimated the demand for child care that would result from the proposed project, M&A <br />will ident~ strategies that the City might consider to provide those spaces. Strategies might include, for <br />example: <br />^ Configuration of some units in the residential portion of the project to assure their suitability for <br />licensed in-home care, should the City and the developer wish to seek occupants who would provide <br />this service. <br />^ Collection of an impact fee or in-lieu fee from the project toward the provision of a child care facil- <br />ity. <br />^ Provision of a child care center space (to be leased to a licensed operator) within the project area. <br />^ Other strategies, to be drawn from review of the available literature (e.g., Child Care and Housing <br />Linkage Research Study, prepared for the County of San Mateo O~ce of Housing in conjunction <br />with the San Mateo County Child Care Coordinating Council by Brion & Associates and Vemazza <br />Wolfe, june 2003; Mission Bay Childcare Plan, prepared for Catellus Development by Bay Area <br />Economics) and interviews with existing child care operators in Redwood City (and possibly else- <br />where in San Mateo County). We would expect to consult with the City's child care coordinator as <br />well <br />For each strategy identified, we will describe its characteristics, its likely effectiveness, advantages and <br />disadvantages, and the steps required forimplementation. <br />
